Joslin Smith: Blood on clothing not hers

Police Minister Bheki Cele has confirmed that the results from the forensic testing of blood-stained clothing believed to be that of missing Joslin Smith, is not a match.

On Saturday, 02 March during a search for the 6-year old from Saldanha Bay, blood-stained clothing was discovered in an open field near the informal settlement home she went missing from.

Cele said the search for Joslin has broadened and has become not just a national one, but an international one.

“South African Police Service working with their sister organisation have expanded the net and a week ago, a certain ship was searched in London after information that she was on there was received.

It took about 2 and a half days, that ship was searched and she could not be found there.

The net has broadened far beyond the borders of South Africa, working with the likes of Interpol, we hope that one day we will know where Joslin is.

Back home, the case is continuing and those who are arrested haven’t told us exactly where we can find Joslin.

The pieces of clothing that were found with blood, the DNA not indicate that it was Joslin’s. The results from the laboratories were negative.”

Joslin went missing on Monday, 19 February after her mother, Kelly Smith claimed she had left her daughter in the care of her boyfriend Jacquin Appollis.

Kelly and Appollis were amongst two others arrested in connection with Joslin’s disappearance, facing charges of human trafficking and kidnapping.

Joslin’s mother and her boyfriend are accused of selling the green-eyed girl for R20 000, allegedly to a sangoma to pay for their Tik (crystal meth) debt.

While police did not confirm reports that Joslin was sold for R20 000, searches for her have to date wielded no positive results and the investigation continues.

Kelly, Appollis and Steveno Dumaizio van Rhyn abandoned bail and remain in custody until 13 May.

A fourth suspect, Lorentia Lombard handed herself over to police on 17 March and abandoned bail, she will join her co-accused back at the Vredenberg Magistrates Court on 13 May.

    • regulate, in harmony with international standards, the processing of personal information by public and private bodies in a manner that gives effect to the right to privacy subject to justifiable limitations that are aimed at protecting other rights and important interests,
    1. Definitions and Interpretation

    1.1.“Personal Information” means information relating to an identifiable, living, natural person and where it is applicable, identifiable, existing juristic person, including all information as defined in the Protection of Personal Information Act 4 of 2013. 

    1.2  Parliament assented to POPIA on 19 November 2013. The commencement date of section 1, Part A of Chapter 5, section 112 and section 113 was 11 April 2014. The commencement date of the other sections was 1 July 2020 (with the exception of section 110 and 114(4). The President of South Africa has proclaimed the POPI commencement date to be 1 July 2020.

     
    1.3. “Processing” means the creation, generation, communication, storage, destruction of personal information as more fully defined in the Protection of Personal Information Act 4 of 2013.  

    1.4. “You” or the “user” means any person who accesses and browses this website for any purpose. 

    1.4. “Website” means the website of the KAYA 959 at URL www.kaya959.co.za or such other URL as KAYA 959 may choose from time to time.   

    1. Status and Amendments

    2.1. KAYA 959 respects your privacy. This privacy policy statement sets out KAYA 959’s information gathering and dissemination practices in respect of the Website.

    3.2.6. If personal information is released with your consent KAYA 959 will retain a record of the information released, the third party to which it was released, the reason for the release and the date of release, for a period of 1 (one) year from the date on which it was last used. 

    3.2.7. KAYA 959 will destroy or delete any personal information that is no longer needed by KAYA 959 for the purpose it was initially collected, or subsequently processed. 

    3.3. Note that, as permitted by the Electronic Communications and Transactions Act 25 of 2002, KAYA 959 may use personal information collected to compile profiles for statistical purposes.
