Your ward councillor is your direct voice in city hall, handling local service delivery failures and fighting for your neighborhood’s specific needs far beyond high-level mayoral politics.

National news headlines focus heavily on mayoral battles in Joburg, Tshwane, and eThekwini, but your ward councillor has the biggest impact on your daily life.
Understanding how local government works shows why your ward vote is your most effective tool for driving community change.
The anatomy of your municipal vote
In metropolitan municipalities, voters receive two key ballots. The first is the Ward Ballot, where you vote directly for an individual candidate to represent your neighborhood, whether they belong to a political party or run independently. The second is the Proportional Representation Ballot, where you vote for a political party to allocate proportional seats across the municipal council.
The winner of the ward ballot becomes your Ward Councillor, legally responsible for your specific suburb’s needs.
What does a Ward Councillor actually do?
Under the Local Government: Municipal Structures Act, ward councillors operate on three main fronts. First, they handle direct service escalations, acting as your primary point of contact when entities like City Power, Joburg Water, or Pikitup fail to resolve issues through standard call centers.
Second, they provide ward committee leadership by chairing monthly public meetings, gathering community petitions, and ensuring neighborhood priorities enter the city’s annual Integrated Development Plan and capital budget.
Third, they perform council oversight. While councillors do not hire contractors or repair infrastructure themselves, they sit on council portfolio committees to interrogate department heads, monitor budgets, and flag service delivery failures.
Ward Councillor vs. PR Councillor
Ward councillors are directly elected by residents of a specific geographic neighborhood, while Proportional Representation list councillors are chosen from a party list based on overall vote share.
Independent candidates are fully eligible to run and win ward seats, whereas Proportional Representation seats are strictly reserved for registered political parties.
While a PR councillor advances party policy across the entire metro, a ward councillor serves as a direct local advocate for every resident living within their designated ward.
How to hold your ward councillor accountable
You can hold your elected councillor accountable by attending regular ward meetings to track progress on local capital projects and hold them to their public commitments.
You can also apply for a sector seat in safety, environment, youth, or business when post election ward committee nominations open.
Finally, always log service issues through official city channels to get a reference number before escalating unresolved service level agreement breaches directly to your councillor.
