The Special Investigating Unit (SIU) report into corrupt PPE tenders, links businesman Hamilton Ndlovu to irregular contracts worth millions.
President Cyril Ramaphosa has authorised the release of the final report to the public, which covers all spheres of government goods and services associated with the Covid-19 pandemic.
The report does not include details of ongoing investigations into allegations received by the SIU after the timeline set for matters to be included in the final report.
Over 5,467 contracts were investigated which were awarded to 3,066 service providers with a total value of R14.3 billion.
Of the 4,549 contracts which investigations were finalised for, 2,803 contracts were found to be irregular.
The report details how the National Health Laboratory Service (NHLS) bypassed restrictions on Feliham Trading. A company that is linked to Hamilton Ndlovu through his fiancé.
Securing Ndlovu a contract, among others worth R14 million.
Additionally, bank records show that companies that were awarded contracts paid R42 million into Ndlovu’s account. Sparking concerns over illicit activity, fraud and money laundering.
Ndlovu took to social media in 2021, sharing videos and images of luxury vehicles.
A combined value of R2.1 billion, has been enrolled with the Special Tribunal on Corruption, Fraud and Illicit Money Flows.
The rand value of actual cash and assets to be recovered on the basis of the investigation is R551.5 million, while cash and assets recovered to date total R34.2 million.
Total value of potential loss prevented by the investigation is R114.2 million, while contracts set aside amount to R170.4 million.
President Ramaphosa trusts that the NPA will exercise its discretion diligently and expeditiously.
