
Eskom given permission not to disclose irregular and fruitless spending expenditures.
In a special government gazette published on Friday by Minister of Finance Enoch Godongwana, Eskom has been exempted from disclosing irregular and fruitless expenditure in its yearly financial statements.

Eskom is granted an exemption from Section 55 (2) (b) (i) of the Public Finance Management Act (PFMA) for 2022–2023, according to the gazette that was released on the last day of the fiscal year.

According to the relevant section of the Act, state entities are required to include information about:
“any material losses through criminal conduct and any irregular expenditure and fruitless and wasteful expenditure that occurred during the financial year” in their annual financial statements and annual reports.

Treasury stated on Sunday that the gazette was published in reaction to a letter from Mpho Makwana, the chairperson of Eskom.
Eskom would still need to comply with all IFRS and general debt listing rules for disclosure of information. Godongwana will impose restrictions on the exemption, which will be detailed in a message to Makwana. The prerequisites will consist of:
- All irregular, fruitless, and wasteful expenditure must still be detailed in the Eskom annual report;
- Irregular expenditure that occurs through criminal activity or losses must still be disclosed in the financial statements and the annual report.
