According to the 2022 Sanlam Gauge Report, businesses are falling short of their B-BBEE scorecard targets, collectively attaining only an average of 87.16 per cent of their contribution targets.
With the exception of the socioeconomic development pillar, the report indicated that most sectors are having difficulty achieving their goals.
With only 55.9% of its aim achieved in this year’s report, management control continues to be the largest obstacle for the newly reconstituted B-BBEE Advisory Council.

Ratsoma says it is becoming harder and harder to black people is South Africa in positions of management.
“In 2022 the Sanlam Gauge Report decided to a run of the figure in South African business, and the whole idea was to see how far we are from the targets we have set for ourselves from the B-BBEE code point of view. We, therefore, looked at about 10 000 scorecards to access how far we are from the different targets and overall we were at 71 % of the target with varying levels of success across the scorecard.” says Ratsoma
The next greatest difficulty in SA businesses is enterprise supplier development (ESD), which only reached 64.5 per cent of the goal.
74.8 per cent of the target was reached by black ownership, a small decline from the previous year.
