In his first address as newly elected mayor, Kabelo Gwamanda has outlined a plan to grow the City of Joburg economy.
The mayor who is tackling a number of inherited issues including a lack of service delivery, poor financial management, unemployment, and a neglected administration, outlined his expectations on Tuesday, 06 June.
Gwamanda who was facing scrutiny over his lack of educational qualifications, and fraud accusations, said he hopes to achieve a 66% performance level by the end of the 3rd quarter.
“When I assumed office, I was faced with a fragile state of the city’s finances that demanded immediate attention.
It necessitated aligning our priorities, rebasing our budget to lay the foundation for sustainable growth and development.
In the face of this daunting task, the administration embarked on a journey of restructuring, making tough decisions, and implementing strategic reforms.
We recognised the importance of fiscal responsibility and transparency.
We have engaged in extensive consultations with stakeholders, listened to the needs of our communities, and allocated resources accordingly.”

Gwamanda outlined the strategic priorities of the Government of Local Unity (GLU), which includes targeted investments in infrastructure, social amenities, and affordable housing in under-served communities.
One of the priorities includes improving the liveability of urban spaces, and building a resilient and sustainable administration for future residents of the City.
An Integrated Development Plan for 2023/24 is the focus for Gwamanda, saying this represents the embodiment of our commitment to inclusive governance and resident-centered decision-making.
To address the water concerns, Gwamanda highlighted the Joburg Water is investing to build and upgrade the bulk water infrastructure.
A Geyser Installation accredited training programme in all regions of the City will target 140 residents as part of a comprehensive skills development strategy.
