The Democratic Alliance has announced that it will introduce the Preferential Procurement Policy Framework Amendment Act, often known as the “Social Impact Bill,” as a private members’ bill for public comment.
The bill proposes repealing the present Broad-Based Black Economic Empowerment (BBBEE) Act and amending the Preferential Procurement Policy Framework Act to make numerous major changes (PPPFA).
Kaya Biz with Gugulethu Mfuphi spoke to Isreal Noko, The CEO of Schindler Forensics and CEO of NPI Governance Consultting about what this proposed bill.

The DA’s Dean Macpherson said they would be encouraging the public to make comments on the proposed bill which will be submitted to parliament.
“The DA encourages the public and all interested parties to submit their comments on our proposed Social Impact Bill once our Notice of Intention has been gazetted. These comments will be evaluated and the Bill will then be submitted to Parliament,”
“The current legislation needs a serious and urgent overhaul if South Africa is to weather its current economic decimation. True equality can only be achieved when individuals have a wealth of opportunities to better their lives.”
The DA says the bill is in line with their economic justice agenda, which aims to address the core causes of inequality of opportunity across South Africa.
They said their bill will eliminate the BBBEE factor and replace it with one that ensures firms’ contributions to various sustainable development goals.
