Collins Letsoalo, the Chief Executive Officer of the Road Accident Fund (RAF), has been placed on special leave with immediate effect.
The decision, made at a special board meeting on Tuesday, May 27, was confirmed by the Department of Transport in a statement released on Wednesday.
According to the department, Deputy Minister Mkhuleko Hlengwa, acting as the delegated shareholder representative, was informed of the board’s decision. Letsoalo’s special leave will continue “until the conclusion of the relevant investigations by the Special Investigations Unit (SIU), or such earlier date as the board may determine.”
The Department of Transport emphasized that this is a precautionary measure and “does not constitute disciplinary action or presumption of guilt.” The statement clarified that the decision was made “solely in the interest of good governance and as a precautionary step to facilitate ongoing investigative processes.”
Furthermore, the department highlighted that the board’s action does not imply any prejudgment or adverse finding against the CEO. The board asserted that it exercised its fiduciary duties in accordance with the Road Accident Fund Act, the Public Finance Management Act, and the principles of good governance outlined in King IV.
In the interim, Phathutshedzo Lukhwareni will step in as the Acting Chief Executive Officer to ensure the continuity of RAF operations.
Deputy Minister Hlengwa has reportedly directed that this matter be a key agenda item for the upcoming board meeting scheduled for June 9, 2025.
