After the state capture probe led by Chief Justice Raymond Zondo concluded that the party’s cadre deployment policy contributed to state capture, the ANC National Executive Committee announced on Tuesday that it will reconsider the policy.
This policy mandates that before making any appointments, members of the ANC ticket in government must take into account the party’s recommendations and candidate preferences.
It was denounced by the Zondo Commission as illegal and unconstitutional.
The ANC has stated that the previous and present party officials mentioned in the State Capture report should voluntarily appear before its Integrity Committee.

It vows to address all facets of the Commission’s report honestly and transparently, a move it claims will support its renewal.
According to Zondo, the cadre deployment policy is unlawful and unconstitutional.
“It is clear that within the current constitutional and statutory framework it is unlawful and unconstitutional for a president of this country and any minister, deputy minister, director-general or other government officials, including those in parastatals, to take into account recommendations of the ANC deployment committee or any deployment committee or any similar committee of any other political party in deciding who should be appointed to a position in the public service or in organs of state or parastatals,” Zondo said.
