DA’s Siviwe Gwarube on 3 proposed bills aimed at stabilising coalition governments.
The Democratic Alliance has introduced three bills in parliament as part of efforts to create a legislative framework for how coalitions are governed in the country.
Point of View with Phemelo Motene spoke to DA’s chief whip Siviwe Gwarube about some of the proposals and she unpacke these bills.

‘The citizens are the most affected by chaotic coalition government’
‘Firstly, there has to be a concession made that, as political parties we have mismanaged coalition governments and the people who were at the poorer end of that deal have been the citizens. Service delivery has suffered and we have to shoulder the blame as political leaders that we need to go to the drawing board.’ says Gwarube,
On limiting the number of motions of no confidence
‘Motions of no confidence are an important accountability tool in the constitution, however we have seen how at a local level how they have been abused. We have a mayor today and a month later we have a different mayor.’ says Gwarube,
On a the bill that addresses threshold in municipalities
‘The chaos has been of great advantage for the ANC, perhaps because they weren’t able to put together a great majority. It suits the ANC to say the coalition governments are messy… In terms of total threshold, we seen mixed reactions. We we started to do is look from around the world to see what are some of the hallmarks for successful coalition governments.” says Gwarube
