- The Madlanga Commission has recommended that suspended Deputy National Police Commissioner Shadrack Sibiya be investigated for possible criminal conduct and face disciplinary proceedings.
- The Commission also wants investigations into Brown Mogotsi, Sergeant Fannie Nkosi and Witness G.
- The recommendations form part of the Commission’s second interim report, which was handed to President Cyril Ramaphosa in May.
The Madlanga Commission of Inquiry has recommended that suspended Deputy National Police Commissioner Lieutenant-General Shadrack Sibiya be investigated for possible criminal conduct.
The inquiry, which is investigating allegations of corruption, has also recommended that the corruption-accused deputy commissioner face disciplinary proceedings.
The Commission has further recommended investigations into alleged political fixer Brown Mogotsi, Sergeant Fannie Nkosi and Witness G over their alleged involvement in matters before the inquiry.
The four individuals were singled out in the Commission’s second interim report, which was handed to President Cyril Ramaphosa on 29 May 2026.
This is the second Madlanga Commission interim report to recommend immediate investigations into alleged criminal conduct.
The second report provides recommendations and referrals based on evidence that the Commission has heard since the beginning of 2026.
Presidency spokesperson Vincent Magwenya said the Commission had recommended disciplinary proceedings, immediate investigations into alleged criminal conduct and, if sufficient evidence is found, the institution of criminal proceedings against:
- Suspended Deputy National Police Commissioner for Crime Detection, Lieutenant-General Shadrack Sibiya.
- Witness G, a Crime Intelligence officer who testified before the Commission under a protected identity.
- Sergeant Fannie Nkosi, a suspended SAPS Organised Crime Unit officer.
- Alleged political fixer and North West businessman Brown Mogotsi.
Magwenya said the Commission also recommended that the Office of the Inspector-General for Intelligence, or another functionary with the necessary authority, conduct an immediate investigation into the off-the-books Crime Intelligence operation in which Mogotsi and Witness G were allegedly involved.
“These recommendations and referrals are made in line with clause 10.4 of the Commission’s Terms of Reference, which provides the Commission with the power to refer matters for immediate criminal investigation and urgent decisions on prosecution, taking into account the nature of the allegations and evidence the Commission will uncover.
The Commission shall, where appropriate, refer any matter for prosecution, further investigation or the convening of a separate enquiry to the appropriate law enforcement agency, government department or regulator.”
Magwenya said the latest referrals from the Commission will form part of the work of the South African Police Service (SAPS) Special Investigations Task Team, which was established following receipt of the first interim report to investigate, as a matter of urgency, the individuals identified by the Commission.
