Arrested five times: Mkhwanazi’s dirt haunts him as he faces fresh corruption charges

  • Suspended EMPD official Julius Mkhwanazi has been served with a fifth warrant of arrest in connection with fresh corruption allegations.
  • The case relates to claims that he unlawfully approved the fitting of blue lights to four private luxury vehicles allegedly linked to Vusimuzi “Cat” Matlala’s security company.
  • Mkhwanazi is expected to appear before the Germiston Magistrates’ Court on Friday, 28 August 2026.

The chickens have once again come home to roost for suspended Ekurhuleni Metropolitan Police Department (EMPD) official Julius Mkhwanazi, who has been served with a fifth warrant of arrest.

The latest arrest relates to the blue-light scandal involving alleged crime kingpin Vusimuzi “Cat” Matlala.

Mkhwanazi is accused of unlawfully approving the fitting of blue lights to four private luxury vehicles allegedly linked to Matlala’s security company, Cat Protection Services.

The vehicles included two BMWs, a Mercedes-Benz and a Volkswagen allegedly linked to the security company.

The alleged arrangement between Mkhwanazi and Matlala has also come under scrutiny at the Madlanga Commission of Inquiry.

Mkhwanazi was served with the fifth warrant of arrest after leaving the dock during his bail hearing in the Emmanuel Mbense murder case at the Brakpan Magistrates’ Court on Thursday, 27 August 2026.

His fifth warrant of arrest was confirmed by the Independent Police Investigative Directorate (IPID) on Thursday.

“The two suspects, an EMPD official and a private citizen, face charges of fraud and corruption. They will make their first appearance on this matter at the Germiston Magistrate’s Court tomorrow. The third suspect, who is an EMPD official, will be arrested later tonight.

“More information on this matter will be ventilated in court,” IPID said in a statement.

Mkhwanazi is expected to appear before the Germiston Magistrates’ Court on charges of corruption on Friday, 28 August 2026.

  • regulate, in harmony with international standards, the processing of personal information by public and private bodies in a manner that gives effect to the right to privacy subject to justifiable limitations that are aimed at protecting other rights and important interests,
  1. Definitions and Interpretation

1.1.“Personal Information” means information relating to an identifiable, living, natural person and where it is applicable, identifiable, existing juristic person, including all information as defined in the Protection of Personal Information Act 4 of 2013. 

1.2  Parliament assented to POPIA on 19 November 2013. The commencement date of section 1Part A of Chapter 5section 112 and section 113 was 11 April 2014. The commencement date of the other sections was 1 July 2020 (with the exception of section 110 and 114(4). The President of South Africa has proclaimed the POPI commencement date to be 1 July 2020.

 
1.3. “Processing” means the creation, generation, communication, storage, destruction of personal information as more fully defined in the Protection of Personal Information Act 4 of 2013.  

1.4. “You” or the “user” means any person who accesses and browses this website for any purpose. 

1.4. “Website” means the website of the KAYA 959 at URL www.kaya959.co.za or such other URL as KAYA 959 may choose from time to time.
