R3.8m Illicit tobacco bust: Zimbabwean driver arrested at Groblersbrug border

  • A 45-year-old Zimbabwean driver was arrested at Groblersbrug border after police discovered R3.8 million in smuggled tobacco.
  • Officers found over 7 tonnes of manufactured tobacco hidden inside a secret compartment in an LP gas trailer.
  • The suspect remains in custody after appearing in court, with a formal bail hearing set for 31 August.

A Zimbabwean national has been remanded in custody following his arrest at the Groblersbrug Port of Entry in Limpopo for allegedly smuggling manufactured tobacco valued at roughly R3.8 million into South Africa.

Shumba Munetsi, 45, appeared before the Phalala Magistrate’s Court on Wednesday, 26 August, after South African Police Service (SAPS) Border Policing officers intercepted his vehicle.

The arrest occurred on Monday evening when officers stopped a Volvo truck towing an LP gas trailer. Although the driver claimed the tanker was transporting gas, border officials grew suspicious and conducted a detailed search, leading to the discovery of a large concealed compartment underneath the trailer.

Commenting on the suspect’s arrest, Limpopo provincial police spokesperson Colonel Malesela Ledwaba stated:

“Members became suspicious after discovering a large concealed hatch underneath the trailer. Its construction and position suggested it could be used to hide goods.”

Inside the hidden space, police uncovered 521 plastic bags containing approximately 7,294 kilograms of suspected manufactured tobacco.

Authorities seized the entire consignment alongside the truck and trailer, which have an estimated value of R1.8 million. Munetsi remains in custody until his formal bail application on 31 August while police continue investigating the origin and destination of the illicit cargo.

    1. Definitions and Interpretation

    1.1.“Personal Information” means information relating to an identifiable, living, natural person and where it is applicable, identifiable, existing juristic person, including all information as defined in the Protection of Personal Information Act 4 of 2013. 

    1.2  Parliament assented to POPIA on 19 November 2013. The commencement date of section 1, Part A of Chapter 5, section 112 and section 113 was 11 April 2014. The commencement date of the other sections was 1 July 2020 (with the exception of section 110 and 114(4). The President of South Africa has proclaimed the POPI commencement date to be 1 July 2020.

     
    1.3. “Processing” means the creation, generation, communication, storage, destruction of personal information as more fully defined in the Protection of Personal Information Act 4 of 2013.  

    1.4. “You” or the “user” means any person who accesses and browses this website for any purpose.

    3.2.6. If personal information is released with your consent KAYA 959 will retain a record of the information released, the third party to which it was released, the reason for the release and the date of release, for a period of 1 (one) year from the date on which it was last used.
