The National Assembly (NA) on Thursday, 24 July 2025, given its seal of approval to the 2025 Appropriations Bill, a crucial component of the nation’s annual budget, which dictates how government funds will be distributed among various departments.
The Appropriation Bill, along with the wider National Budget for the 2025/26 financial year, was initially tabled on 21 May 2025 by Finance Minister Enoch Godongwana. It was subsequently scrutinised by the appropriations committee before being presented to the NA for its vote.
The bills, which allocate funding to all national departments, secured backing from the DA, IFP, ActionSA, BOSA, Rise Mzansi, and others. However, they were firmly rejected by the EFF, MK Party, and ATM.
This year’s budget aims to tackle government debt, bolster support for the poor and vulnerable, enhance vital public services such as healthcare and education, and stimulate job creation alongside infrastructure rebuilding.
Total government expenditure for the upcoming year is projected to reach R2.3 trillion. Of this, R1.17 trillion is earmarked for national departments including health, education, and policing. The remaining R1.1 trillion will cover social grants, transfers to provinces and municipalities, and debt servicing. A significant 72.2 per cent of these allocations are designated for transfers and subsidies to various entities, including provinces, municipalities, and public corporations.
The approval of this Bill is a vital step, authorising government spending for the forthcoming financial year and ensuring the uninterrupted delivery of essential services and government operations.
