SIU to investigate wasteful expenditure at Tshwane’s Rooiwal Wastewater Treatment Works.
The urgent renovation and Phase 1 upgrades being built at the Rooiwal Wastewater Treatment Works in the Tshwane Metropolitan Municipality are expected to be the subject of an investigation by the Special Investigating Unit (SIU).
This came about when President Cyril Ramaphosa issued a proclamation allowing the corruption-busting unit to examine claims of bad administration and corruption in the municipality’s business and to seek compensation for any monetary losses resulting from such claims.
The National Prosecuting Authority will be notified by the SIU of any evidence of criminal activity for further action, according to the SIU.
“The SIU will also investigate any unauthorised, irregular, or fruitless and wasteful expenditure incurred by Tshwane Metropolitan Municipality or the State.”
“The scope of the investigation also covers any unlawful or improper conduct by officials or employees of the…municipality, the applicable suppliers or service providers, or any other person or entity.”
“In addition to investigating maladministration, malpractice, corruption and fraud, the SIU will identify system failures and make systematic recommendations to improve measures to prevent future losses,” the unit said.

President Cyril Ramaphosa has signed Proclamation R138 of 2023 authorising the SIU to investigate allegations of maladministration and corruption in the affairs of Tshwane Metropolitan Municipality, and to recover any financial losses suffered by the State.
